SPECIAL MASTER ISSUES REPORT ON EVERGLADES CLEANUP

After hearing weeks of testimony on the causes of phosphorous pollution and the status of the massive Everglades Restoration Project, Special Master John Barkett issued a 108-page report this week (July 3).

Barkett, an attorney from Miami who was appointed by U.S. District Judge Federico Moreno to oversee the restoration efforts, found that violations of the 1992 Settlement Agreement and Consent Decree have occurred.

Barkett’s report also recommended that the court mandate the construction of an additional 18,000 acres of filter marshes within the next four years. Barkett further recommended that the Technical Oversight Committee become more active and provide more information to support the effort. The case is being closely watched in Washington, D.C. as Congress considers funding allocations for the project.
