RESIGNS AS DEP SECRETARY Colleen M. Castille, Secretary of the Department of Environmental Protection, announced November 16 that she will resign her post effective January 2, 2007. In a letter addressed to colleagues and friends, Castille acknowledged the success of several state programs and said that her appointment three years ago was the opportunity of a lifetime.
