FARM BILL MAY CUT PROPOSED CONSERVATION FUNDING

Senate Agriculture Chairman Tom Harkin (D-Iowa) told reporters April 3 that farm bill negotiators have agreed on a funding framework that would lower the overall investment in conservation programs.

Specifically, Harkin said the $4 billion for conservation (previously about $5 billion) would include about $1.28 billion for the Conservation Security Program, up to $2.4 billion for the Environmental Quality Incentives Program, with the remainder going to grasslands reserve, farmland protection and the Wetlands Reserve Program. The revised framework also would lower the cap on the Conservation Reserve Program to 33 million acres. Many funding issues remain to be resolved before the bill goes to the full Conference Committee. Legislators face an April 18 deadline imposed by President Bush for crafting the final bill
