FARM BILL PROPOSAL RELEASED, OPPOSED BY SENATE FINANCE CHAIRMAN

Senate Farm Bill negotiators released their proposed spending allocations among the titles of the new farm bill March 18. Sen. Finance Chairman Max Baucus (D.-Mont.) immediately branded it “dead on arrival” because it cut in half funding for disaster assistance.

Based on budget outlays over a 10-year period, proposed spending increases of interest to producers of specialty crops include $1.4 billion for specialty crop provisions such as block grants, research and pest and disease assistance; $9.5 billion for nutrition programs; and $4.95 billion for conservation.

Robert Guenther, senior vice prosident for public policy for United Fresh Produce Association, said, “I think it is safe to continue to assume this framework agreement is very fluid, but it does give us an idea of where things are headed.”

Last week, Congress extended the current farm bill until April 18. President Bush said he would ask for a one-year extension of the current law if a new bill isn’t completed by that date
.
